Treasury Closing Summary: Markets were awakened from sleepy pre-FOMC trade with the call by WSJ Fedwatcher Hilsenrath that the Fed is set to retain "considerable time" in its policy lexicon, however premature that conclusion. Prior to that juncture stocks had been underwater and yields above lows after the tame PPI print, still wary of the FOMC, Scotland and the Alibaba IPO all stacking up later in the week. But in the wake of the Hilsen-call that all reversed and the dollar's gains were also punctured. There were also reports that China is set to ramp up liquidity for its 5 biggest banks as well.

Shares of TASER (TASR) and Digital Ally (DGLY) - which both make wearable cameras for police officers - are rising after a report praised such devices. The report was written by an independent research organization called The Police Executive Research Forum, with support from the Justice Department. WHAT'S NEW: Wearable cameras have strengthened accountability and transparency in many ways, the report quoted all police executives with whom it spoke as saying. The cameras have enabled agencies to find and correct "large structural problems" and have increased the professionalism of officers, the report stated. Implementing wearable cameras has caused complaints to decline, while improving interactions between offices and the public, the report added. Furthermore, the wearable cameras have enhanced the ability of officers to collect evidence. The report features several quotes of high ranking officials discussing the benefits of wearable cameras for police. The Deputy Assistant Attorney General of the Justice Department's Civil Rights Division, Roy Austin, Jr., is quoted as saying that, "Some police departments are doing themselves a disservice by not using body-worn cameras," as not having the cameras puts police at a disadvantage when dealing with citizens who do carry cameras. Additionally, if police departments are investigated by the Civil Rights Division, wearable cameras can show that they are following the Constitution, Austin stated. However, the report did urge agencies to consider privacy issues before implementing wearable camera and it suggested that officers could have concerns about wearing cameras. PRICE ACTION: In mid-afternoon trading, TASER advanced 1% to $18, well off its low for the day of $17.38, and Digital Ally climbed 2% to $19.03, well off its daily low of $18.16.
