WALL STREET JOURNAL: EU regulators have warned that UPS's (UPS) planned acquisition of TNT Express (TNTEY) raises competition problems in almost all 27 member states, reports the Wall Street Journal...FINANCIAL TIMES: Many financial institutions will not meet the end-2012 deadline for writing living wills, and regulators are giving the largest banks extra time, the Financial Times reports...REUTERS: Nike (NKE) is close to selling its Cole Haan brand to PE firm Apax Partners for an amount that may near $500M, according to a Reuters report...BLOOMBERG: Apple (AAPL) engineers are more confident that the chip designs used for its mobile devices will one day be powerful enough to run its desktops and laptops, meaning the company could replace Intel (INTC) processors in its Mac computers with its own technology, but Apple is unlikely to switch in the next few years, according to Bloomberg.

A number of footwear stocks are retreating after footwear retailer Foot Locker (FL) said its comparative sales were unchanged so far this month. WHAT'S NEW: Foot Locker reported slightly stronger than expected first quarter results earlier today, but stated that its sales at comparative stores were approximately flat so far this month, versus the same period in 2012. However, the retailer added that its comparative sales growth should accelerate in coming weeks. Moreover, Foot Locker stated that it continues to expect its sales to increase by mid single digit percentage levels this year. TODAY'S PRICE ACTION: In late morning trading, other footwear retailers dropped, with Finish Line (FINL) declining 2.3% to $21.10 and DSW (DSW) giving back 1.6% to $68.80. Nike (NKE) dropped 1.5% to $62.35, and Foot Locker slid 7% to $33.25.

After Bloomberg, citing "people familiar with the matter," said Google (GOOG) is considering a bid for map and traffic app maker Waze, TechCrunch countered that multiple credible sources it contacted "have poured cold water on the Google rumor." Facebook (FB) and Apple (AAPL) have previously been suggested as expressing interest in Waze, but the Bloomberg report said Apple was not among the "large tech companies” that have recently approached Waze, TechCrunch noted. Nokia Siemens Networks (NOK, SI) and Intel (INTC) announced they signed a Memorandum of Understanding to collaborate around the development of Liquid Applications, an approach to accelerate the delivery of media-rich services and content directly from the base station. The intent of the collaboration is to accelerate development of an enhanced mobile broadband experience that gives operators new revenue and differentiation opportunities. Nokia Siemens Networks and Intel will collaborate in the creation of a mobile edge computing ecosystem, focusing on over-the-top content providers, independent software vendors and application service providers. The parties will also explore new business models between mobile operators and other ecosystem players, they said.
