Detroit shouldn’t be allowed to pay $165M to UBS (UBS) and Bank of America (BAC) under a renegotiated deal to end interest-rate swaps because the new agreement is still too costly, says Ambac Assurance Corp., reports Bloomberg. The city could instead sue the banks and, should they win, pay nothing or even collect damages for previous payments related to the swaps, Ambac said in a filing in U.S. Bankruptcy Court in Detroit. Securities and Exchange Commission Chairwoman Mary Jo White proposed new regulation Wednesday that would require high-frequency traders to register with the Financial Industry Regulatory Authority and provide the agency with a daily paper trail, reports the New York Post. The Basel Committee on Banking Supervision believes the necessary bank regulatory framework is in place though some additional work must be done to finalize leverage ratio and capital floor rules, Reuters reported yesterday, citing statements by secretary-general William Coen at a financial conference in Doha. Coen added, "We're now at the state where we can take a step back and look to see how [the regulations] fit together," cautioning that further analysis must be data-driven but admitting that both banks and regulatory bodies were feeling "regulation fatigue."
