U.S. Court of International Trade Judge Jane Restani has upheld a 2012 law allowing retroactive tariffs on some Chinese imports, rejecting a former tire importer's assertion that the retroactive levy violated its constitutional rights, reports the Wall Street Journal. The judge ruled the tariff law wasn't the type of retroactive penal legislation barred by the Constitution. Reference Link
