The Federal Communications Commission plans to propose new "net neutrality" rules on Thursday that would block Internet service providers from discriminating against specific websites, but would allow providers to charge content companies for preferential treatment of their traffic, according to The Wall Street Journal, citing a person familiar with the proposal. Netflix (NFLX) CEO Reed Hastings had been outspoken in the past in his opposition of the FCC's previous net neutrality rules. Broadband ISPs include Comcast (CMCSA), Time Warner Cable (TWC), Cablevision (CVC), Verizon (VZ), and AT&T (T). Reference Link

The two companies are in advanced talks that would be contingent on Comcast's proposed acquisition of Time Warner Cable (TWC), where Comcast would divest subscribers so its share of the pay-TV market would not rise above 30%. According to people familiar with the situation, Charter would likely acquire 1M-1.5M through a straight out sale and it would take an equity stake in a Comcast spinoff holding a few more million subscribers. As DSL fades in favor of cable Internet, Comcast could control high-speed broadband to the majority of American homes. Comcast is already dominant enough to be able to capture unprecedented fees from transit providers and services such as Netflix (NFLX). The combined company would possess even more anti-competitive leverage to charge arbitrary interconnection tolls for access to their customers. For this reason Netflix opposes this merger," the company said.
