Jonathan Hill, the European Union’s new financial markets chief, told The Wall Street Journal that he does not see a need for the U.S. to give stress tests to European banks that have already received health checks in Europe. Hill says banks across Europe are "properly and sensibly capitalized." The WSJ reported last week that the U.S. units of two European banks, Deutsche Bank (DB) and Banco Santander (SAN), are set to fail the Federal Reserve's stress tests, though they passed ECB stress tests last year. Officials in the U.S. are investigating at least 10 major banks for potential rigging of precious-metals markets, sources tell The Wall Street Journal. The DOJ's antitrust unit are investigating the price-setting process for gold, silver, palladium and platinum in London, while the CFTC has begun a civil investigation, with both agencies making requests for information, including a subpoena to HSBC (HSBC) from the CFTC. According to a source, Credit Suisse (CS), JP Morgan (JPM), UBS (UBS), Societe Generale (SCGLY), Bank of Nova Scotia (BNS), Barclays (BCS), Goldman Sachs (GS) and Deutsche Bank (DB) are also under investigation. Southern Company subsidiary Southern Power announced the acquisition of two photovoltaic solar projects totaling 99 megawatts in Georgia – the 80-MW Decatur Parkway Solar Project and the 19-MW Decatur County Solar Project – from Tradewind Energy. The projects were proposed by Tradewind Energy and selected by Southern Company subsidiary Georgia Power in a competitive process through the nationally recognized Georgia Power Advanced Solar Initiative. The electricity and associated renewable energy credits generated by the 80-MW facility will be sold under a 25-year power purchase agreement with Georgia Power. Construction of the 80-MW facility is currently scheduled to begin this month. Georgia Power will purchase the energy generated from the 19-MW project under a 20-year PPA. Southern Power will retain the associated RECs, which it may sell to third parties. Construction of the 19-MW facility is currently scheduled to begin in June. Both projects, which are expected to enter commercial operation in late 2015, will be constructed on separate sites totaling approximately 950 acres in south Georgia's Decatur County using single-axis tracking technology – optimizing efficiency by directing solar panels to track the sun.

The risk of contagion spreading from Greece to other European countries is not that large, a German newspaper quoted S&P's chief sovereign ratings officer as saying, according to Reuters. The euro zone would be able to handle an exit of the bloc by Greece, the ratings officer was quoted as saying, Reuters reported. A federal judge ordered the Obama administration to stop implementing its plan to prevent up to 5M illegal immigrants from being deported, according to The New York Times. The judge, who ruled that the government had failed to adhere to certain administrative rules in carrying out the president's executive actions on immigration, ordered the programs halted until he makes a final decision on the case, the newspaper explained. A number of analysts have said that the amnesty plan will hurt hospitals, since illegal immigrants who are granted legal status by the orders will not be able to obtain health insurance but will become more likely to seek treatment from hospitals. Publicly traded companies in the space include Community Health (CYH), HCA Holdings (HCA), LifePoint (LPNT), Tenet (THC) and Universal Health (UHS).Reference Link
