AT&T (T) is advanced talks to bring up to one gigabit per second speeds to six North Carolina cities, the Wall Street Journal reports. The speeds are about 10-times the current fastest options. Google (GOOG) recently said it was considering expanding its fiber network in North Carolina. Reference Link

AT&T (T) VP of Federal Regulatory Joan Marsh stated in a post to a corporate blog that FCC Auction 97 represents "hard evidence that there is significant continuing interest in licensed spectrum... It didn't matter that it was mid-band spectrum. It mattered only that it was broadband spectrum." Marsh notes that Dish (DISH) won more licenses than any other bidder though "none of that spectrum is currently supporting commercial wireless services," with her suggestion being that "auctions should be designed to ensure that licenses go to those willing to deploy networks – not speculators or stockpilers...The government should continue to place a high priority on allocating new licensed bands to the wireless industry." Marsh continues her analysis of Dish, claiming the double and triple-bidding activity carried out by its two designated entities "circumvented auction activity rules, masked actual demand and distorted the auction," as they were able to win significant allocations while enjoying a 25% small business discount. In response to Dish claims that all companies use DEs, Marsh replies that "in more recent auctions... bidders like AT&T, Verizon (VZ) and T-Mobile (TMUS) had no DE relationships, participated directly and paid full price for their licenses." The U.S. Food and Drug Administration yesterday authorized for marketing Google-backed 23andMe’s Bloom Syndrome carrier test, a direct-to-consumer genetic test to determine whether a healthy person has a variant in a gene that could lead to their offspring inheriting the serious disorder. Along with this authorization, the FDA is also classifying carrier screening tests as class II. In addition, the FDA intends to exempt these devices from FDA premarket review. The agency plans to issue a notice that announces the intent to exempt these tests and that provides a 30-day period for public comment.

Google's YouTube is planning to release a smartphone and tablet app for kids featuring original episodes of television shows including "Thomas the Tank Engine" and "Sesame Street," as well as content from existing YouTube kids channels, reports the Wall Street Journal, citing a person familiar with the matter. The app -- slated for an official reveal Monday at the Kidscreen Summit -- will initially only be available for Android devices. The source said the inclusion of ads is "under discussion."
