16:19 EDTWES, PAA, NBL, RRMSWCPL begins commissioning of White Cliffs pipeline expansion
White Cliffs Pipeline, WCPL, owned by subsidiaries of Rose Rock Midstream (RRMS), Plains All American Pipeline (PAA), Western Gas Partners (WES) and Noble Energy (NBL), plans to begin the commissioning of the expansion of the White Cliffs Pipeline in July. WCPL expects the Expansion Project, a looping of the existing crude oil pipeline from Platteville, Colorado, to Cushing, Oklahoma, to be fully operational in August. The Expansion Project allows WCPL to help meet the growing demand for midstream services by offering long-haul transportation from the Denver Julesburg Basin. Once the Expansion Project is fully operational, the capacity of the White Cliffs Pipeline will increase from 76,000 barrels per day to approximately 150,000 barrels per day. Following completion of the Expansion Project, Rose Rock Midstream, L.P. will continue operating the White Cliffs Pipeline.

Noble Energy said in a regulatory filing that it continues to work to resolve regulatory matters with the Israeli government, a key step to enable the sanction of certain future development projects in Israel. On June 25, the Israeli Security Cabinet unanimously adopted a decision that empowers the Government of Israel to exempt certain arrangements from the provisions of the Israeli Restrictive Trade Practices Law 1988. This decision was followed on June 28, with a decision by the government of Israel to assume the authority of the Minister of Economy to exercise the rights granted to him under the IRTPL to exempt certain arrangements from the provisions of the IRTPL. It is expected that the Israeli government will publish for a public hearing a comprehensive framework that will address and clarify many of the outstanding regulatory issues facing the Company and its partners in developing their offshore assets. As stated above, the publication of the Framework is only an initial stage and a final decision is subject to the outcome of the public hearing and any legal challenges that may be brought against the decision in the Israeli courts. Therefore, there can be no assurances as to when or if the decision will be finalized or as to the terms thereof if finalized.

Plains All American Pipeline announced that it is conducting an open season for committed capacity on a proposed new crude oil pipeline from Cushing, Oklahoma to Longview, Texas. The open season process provides an opportunity for potential shippers to offer long-term volume commitments for service from Cushing to Longview in exchange for a discounted rate. The proposed pipeline would originate at the Plains Cushing, Oklahoma Terminal and provide an initial capacity of approximately 120,000 barrels per day of light sweet crude to Longview, Texas. By submitting a binding proposal, bidders are offering to enter into a long-term throughput and deficiency agreement for pipeline capacity. The open season begins on June 23 and will end at 5 p.m. CT on July 23.
