Royal Dutch Shell's (RDS.A) Arctic fleet is set to face tests from U.S. regulators this month, and the company's Arctic program is reliant on passing these tests, according to a Financial Times report. The report says that, in addition to Monday's running around of the Kulluk rig off the Alaskan coast, the company's drilling contractor revealed the Coast Guard had raised concerns regarding "deficiencies and maintenance issues" on the Noble Discoverer, Shell's other Arctic rig.
