Oaktree Capital's (OAK) chairman Howard Marks says the firm is targeting a 15% return from the firm's distressed-debt pool, the lowest return since the fund's inception in 2009, according to a Bloomberg report that cites comments made by Marks at the Goldman Sachs (GS) Financial Services Conference.
