Companies that measure the reach of online ads are battling for clients, reports the Wall Street Journal. The latest is ad-buying giants Starcom MediaVest Group and ZenithOptimedia saying they signed on to use comScore's (SCOR) online advertising ratings system, a blow to TV ratings leader Nielsen,(NLSN) which offers advertisers a comparable service. The ad-buying firms, both of which are owned by Publicis Groupe (PUBGY) had been testing both services.Reference Link

An AllThingsD report that cites sources close to the situation says Yahoo is in serious talks with Tumblr regarding a strategic alliance, or a potential outright buy of the company. The report cites sources that say this isn't the first time Yahoo CEO Marissa Mayer has been interested in Tumblr, saying that since taking over at Yahoo, Mayer has met with Tumblr executives, including founder David Karp. Yahoo! announced that the Superior Court of Justice for the Federal District in Mexico has granted the company’s appeal and reversed the ruling of the 49th Civil Court of Mexico, which had entered a non-final judgment of $2.75B against Yahoo! and Yahoo! Mexico on November 28, 2012. The appellate decision overturned all monetary awards against Yahoo! and reduced the monetary award against Yahoo! Mexico to $172,500. Yahoo! Mexico was awarded $2.6M in the original judgment, and this award was confirmed by the appellate decision.

The EBA agreed on recommendations to supervisors to conduct asset quality reviews on major EU banks. While banks’ capital positions were significantly strengthened under the EBA’s recapitalisation exercise, the objective of the asset quality exercises will be to review banks’ classifications and valuations of their assets so to help dispel concerns over the deterioration of asset quality due to macroeconomic conditions in Europe. Since appropriately reviewed balance sheets are a key input to an effective stress test, the EBA has also adjusted the timeline of the next EU-wide stress test so to conduct the exercise in 2014 once the asset quality reviews are completed. However, to ensure transparency and comparability over the years, the EBA will provide, in 2H, appropriate disclosure on the actual exposures of the EU banking sector. Reference Link

U.S. officials dealt a blow to the fledgling digital currency called Bitcoin, freezing an account tied to the largest Bitcoin exchange just months after regulators warned such entities should follow traditional anti-money laundering rules, reports the Wall Street Journal. The Department of Homeland Security obtained a warrant to seize an account tied to Mt. Gox, a Tokyo-based exchange that says it handles 80% of all Bitcoin trading. Reference Link
