Averages move lower following release of FOMC minutes After the release of the minutes from the FOMC meeting on December 11-12, the averages have moved into negative territory. The Fed minutes show that several of the committee's members backed halting or cutting its bond buying program before the end of 2013, but they also generally noted that the new quantitative easing program has helped since it was announced in September. Since the minutes were released the averages have crossed back into the red, with the Dow down 23 points, the Nasdaq down 3 points and the S&P down 2 points.
