08:25 EDTEnergy Action: NYMEX crude rallied to $30.65 highs
Energy Action: NYMEX crude rallied to $30.65 highs from $29.41 lows overnight, following guidance from Goldman Sachs, which is calling for a 50% rebound in prices this year, to the $45 region. Weakness emerged on Tuesday after the N.Y. close, as the API reported a 3.8 M bbl weekly inventory build, and as Iran said it expected to increase its exports to over 2 M bpd, as soon as next month. The market will now look ahead to the 10:30 EST release of EIA weekly inventory data. RBOB gasoline meanwhile, has plunged to $0.9703/ gallon lows, levels last seen in January of 2009. API reported a much larger than expected 6.6 M bbl weekly stock build yesterday, leading some to believe that demand may be flagging currently.

Treasury refunding preview: the debt managers should announce a cuts in shorter dated notes, as well as several of the refunding issues as it makes room for the increases in the bills. Those issues should include 2-, 3-, 5- and 7-year notes. Quarterly refunding have totaled $64 B, with $24 B in 3-year notes, $24 B in 10s, and $16 B in 30-year bonds, which should be left intact for this month's offerings. Treasury has already been hiking bill issuance in order to boost cash balances to the now desired $150 B daily average. Analysts don't look for the debt managers to introduce a new 2-month issue.

N.Y. FX Outlook: The dollar was mostly lower in overnight dealings, though the euro stuck to familiar trading ranges, while the yen continued to rally on the back of largely risk off conditions. Oil prices recovered over $1/bbl from lows of $29.41, limiting damage to equity markets, and helping to support commodity currencies. The U.S. calendar will reveal the January ADP employment survey, which is expected to show a 190k increase in private payrolls, versus the prior month 257k. The January non-manufacturing ISM will be important and are forecast dipping to 55.1 from a revised 55.8 in December.
