After Level 3 (LVLT) agreed to buy tw telecom (TWTC), DA Davidson thinks that Level 3 understated the deal's cap ex savings, which the firm thinks could reach $100M-$200M over the longer term. The firm believes that CenturyLink (CTL) could make a bid for tw telecom, but thinks that CenturyLink would have to overcome hurdles to acquire tw telecom, including a possible downgrade of its debt. The firm believes that the deal provides more sustainable U.S. growth for Level 3, and it keeps a Buy rating on the shares.

The FCC's access to this pertinent market data will help open the window to increased competition in the industry. tw telecom thanks the OMB and the FCC for their continued efforts toward resolving this long-standing issue, and urges the Commission to issue the data request as soon as possible."
