Stocks on Wall Street were sharply higher at midday after more jobs than expected were added last month, dropping the unemployment rate to its lowest level since November 2008. The major averages were higher right at the open and have maintained their position throughout the morning session. The early strength was solidified by the much better than expected University of Michigan consumer confidence report. Since the market found a level it has moved in a narrow range, but it has been bumping the upper level of the range over as the lunch hour progressed. ECONOMIC EVENTS: In the U.S., employers added 203K jobs in November, which was significantly better than the 180K forecast. The headline unemployment rate, which was expected to dip to 7.2%, slip all the way to 7%. A report rescheduled after government shutdown showed that personal spending rose 0.3% in October, versus the expected increase of 0.2%, while income fell 0.1%, versus the expected increase of 0.3%. The Reuters/University of Michigan consumer sentiment index for December came in with a 82.5 reading that beat the 76.5 forecast. COMPANY NEWS: Shares of Intel (INTC) advanced nearly 3% after Citigroup upgraded the stock, based on stabilizing demand from corporations for personal computers. Also upgrading the stock was research firm Drexel Hamilton, which similarly cited improved PC demand as a reason for its upgrade. MAJOR MOVERS: Among the notable gainers following its earnings report was Pacific Sunwear (PSUN), which rose 22%. Also higher were shares of Boston Scientific (BSX), which gained over 4% after announcing a U.S. co-promotion agreement with The Medicines Company (MDCO) and having its shares upgraded to Outperform at Cowen. Among the noteworthy losers was J.C. Penney (JCP), which fell more than 5% after disclosing in a filing with the SEC that the company received a subpoena from the agency in September. Also lower following their earnings reports were Rally Software (RALY), which fell 23%, Ulta Salon (ULTA), which dropped 21%, and Big Lots (BIG), which slipped 13%. INDEXES: Near midday, the Dow was up 171.17, or 1.08%, to 15,992.68; the Nasdaq was up 34.26, or 0.85%, to 4,067.42; and the S&P 500 was up 18.77, or 1.05%, to 1,803.80.

Intel is planning to lay off about 1,500 employees in Costa Rica, the Wall Street Journal reports. The company will move longtime assembly and test operations in the country to three locations in Asia. The latest job cuts reduce Intel's workforce by about 1.4%. Reference Link

After meeting with Rally, JMP Securities reports that the company believes that its problems are "definitely fixable." The firm thinks the company's current valuation is "very reasonable," but trimmed its price target on the stock to $28 from $32. It keeps an Outperform rating on the stock.

IBM (IBM) has held talks with Globalfoundries, Intel (INTC) and Taiwan Semiconductor (TSM) regarding its semiconductor manufacturing operations, and Globalfoundries appears to be in the lead as the most likely potential buyer, according to The Wall Street Journal, citing people familiar with the matter. IBM initially asked for more than $2B and bids have come in "north of $1B," the report noted, adding that Intel is still involved, but TSMC has dropped out of the talks. Reference Link

The Medicines Co. announced that the U.S. Food and Drug Administration has accepted the filing of a biologic license application for the investigational hemostatic agent Fibrocaps, a dry powder formulation of fibrinogen and thrombin being developed to aid in hemostasis during surgery, where control of mild or moderate bleeding by conventional means is ineffective or impractical. The FDA action date for Fibrocaps is January 31, 2015.
