Indeed, much of Cisco's woes can be blamed on Europe, which is a big spender on business software, services, and networking gear. That is especially true of Europe's governments, which might explain Chambers' more negative view of corporate spending, Barron's reports. But apparently, Chambers hadn't checked with Intel (INTC) CEO Paul Otellini, who sees no change in IT spending. Intel is less reliant on Europe and more dependent on emerging markets in China, India, and Brazil, which probably explains why Otellini isn't feeling Chambers' pain, the periodical notes.
