After CMS delayed the implementation of the 2 Midnight rule until October 1, 2014, from April 1, 2014, Wells Fargo thinks the delay will reduce the negative impact on hospitals of the rule. The firm believes that implementation of the rule would cause many patients to be booked for observation, instead of as impatienst, and it reports that hospitals earn about 30% less revenue from patients under observation than from inpatients. However, the firm says that "the rule has a fair chance of being permanently postponed." It keeps an Overweight rating on the hospital sector.
