The Federal Reserve Bank of New York and New York's Department of Financial Services sent Deutsche Bank a private memorandum of understanding ordering the bank to improve its risk-management deficiencies and compliance procedures, Wall Street Journal reported earlier today, citing people familiar with the agreement.
