As reported previously, UBS upgraded Texas Instruments to Buy from Neutral as their proprietary model suggests Q2 revenues should beat consensus by 2%. The firm said with the recent pullback, expectations for bad news and evidence of stable demand its Q2 revenue beat should surprise the Street view. UBS maintained its $55 price target on Texas Instruments shares.
08:34 EDTHMSYHMS Holdings to protest NJ Medicaid third party liability contract award
After the markets closed on Friday, July 17, HMS Holdings Corp. received notification from the State of New Jersey Division of Purchase and Property, Procurement Bureau of its intent to make a contract award for Third Party Liability Services to a competitor, pursuant to the State's RFP 15-x-23249. HMS intends to protest the proposed award to Public Consulting Group, consistent with the Divisionís administrative regulations, and will also consider any and all legal remedies as appropriate. "We are committed to the third-party liability business we perform for state customers throughout the nation. We have served the State of New Jersey for nearly 30 years and recovered hundreds of millions of dollars for the State Treasury. We believe our experience and qualifications as a third-party liability vendor for state Medicaid programs are unmatched in the industry and that does not appear to be reflected in the scoring of our RFP response," said Bill Lucia, Chairman and CEO.

Nokia's (NOK) HERE mapping services announced that along with partners in the public and private sector it is forming the Open Mobile Ticketing Alliance, an effort to develop global standards that would allow people to buy public transit tickets from a single app on their mobile devices in cities worldwide. The aim of the Open Mobile Ticketing Alliance is to enable the vision of 'Register once, travel anywhere' by developing open, interoperable standards with payment vendors and transit operators. Other founding members include transportation service providers Scheidt & Bachmann and Thales (TCSFY), and mobile payment provider Verifone (PAY) Mobile Money. Public transit authorities implementing solutions based on OMTA benefit from lower fare-collection costs, while passengers can get the lowest possible fare based on how often they ride.
