Barclays upgraded to Buy from Neutral at Goldman Goldman Sachs upgraded Barclays (BCS) to Buy saying the bank is positioned to benefit from less stringent leverage requirements. Goldman coupled the upgrade with a downgrade of HSBC (HSBC) to Neutral.
