Officials in the U.S. are investigating at least 10 major banks for potential rigging of precious-metals markets, sources tell The Wall Street Journal. The DOJ's antitrust unit are investigating the price-setting process for gold, silver, palladium and platinum in London, while the CFTC has begun a civil investigation, with both agencies making requests for information, including a subpoena to HSBC (HSBC) from the CFTC. According to a source, Credit Suisse (CS), JP Morgan (JPM), UBS (UBS), Societe Generale (SCGLY), Bank of Nova Scotia (BNS), Barclays (BCS), Goldman Sachs (GS) and Deutsche Bank (DB) are also under investigation. Oil States guided to Q1 revenues in its offshore product segment to range between $185-$200M. The company estimates that Q1 revenue for the well site services segment will range between $152M-$162M, it stated on the call. Q1 revenue consensus for Oil States is $431.66M. The company noted that its view is the result of a slow-down in service work and discretionary spending on the part of its customers, along with backlog cancellations and lower backlog levels overall. Imbedded in the guidance is the expectation of lower land drilling rig utilization, which is forecasted to average 50% in the first quarter, coupled with reduced activity levels in its completion services operations given material declines in the horizontal rig count. "While Oil States remains well positioned with our product and service offerings across our business lines...clearly we are not immune to the market conditions under which we currently operate. And in anticipation of the materially lower activity level, we proactively began addressing our cost structure late in 2014 by reviewing head count requirements, pay structures, controlling discretionary spending for both capital and operating items and negotiating price decreases with our vendors. These steps will continue well into 2015 as we gain better visibility on current market conditions and the duration of this week commodity price environment," the company stated during the call.

Cimarex Energy released that it plans to invest $900M$1.1B in exploration and development in 2015. Investments in gathering and other assets are forecast to approximate $50M-80M. The capital program is expected to be funded with cash flow from operating activities and the $406M of cash on hand at December 31, 2014. At the low end of capital guidance we project production growth of 3%-8%, with total company production expected to average 895MMcfe-935MMcfe per day in 2015. Incorporating recent Permian shut-ins relating to weather and pipeline maintenance, Q1 output is forecast to average 920MMcfe-940MMcfe per day. Sequentially, oil production in the Q1 is expected to grow approximately 4% while gas production exhibits a slight decline.

A federal judge ordered the Obama administration to stop implementing its plan to prevent up to 5M illegal immigrants from being deported, according to The New York Times. The judge, who ruled that the government had failed to adhere to certain administrative rules in carrying out the president's executive actions on immigration, ordered the programs halted until he makes a final decision on the case, the newspaper explained. A number of analysts have said that the amnesty plan will hurt hospitals, since illegal immigrants who are granted legal status by the orders will not be able to obtain health insurance but will become more likely to seek treatment from hospitals.
