Alliance Data's Columbus, Ohio-based card services business has signed a new long-term agreement to provide private label credit card services for Boscov's Department Store. Based in Reading, Pennsylvania, Boscov's is the largest family-owned department store chain in the U.S. Boscov's will leverage Alliance Data's MyLoyalty App capabilities. In addition, Alliance Data has signed an agreement to purchase the existing Boscov's portfolio of private label credit card accounts, subject to customary closing conditions. The portfolio has a size of approximately $200M. Closing of the portfolio purchase is expected in Q1.

Bank of America (BAC) is currently in the "stock market doghouse," but doesn't deserve to be, David Reilly of the Wall Street Journal's Ahead of the Tape says. The overall beating of U.S. bank stocks has come amid the greater market selloff, reflecting the fact that slowing growth has brought doubt on the Fed's ability to raise rates in March, Reilly says. Since a rate increase is a far-off prospect, investors have little reason to own bank stocks, though Bank of America's valuation assumes "too dire an outcome," the report says. Banks with international outreach, such as Citi (C), are still arguably further behind in post-crisis cleanup, but Bank of America is more focused on the domestic U.S. economy and prices a U.S. recession as a given, not a possibility, the report says. Other large U.S. banks include Wells Fargo (WFC), JPMorgan (JPM), Goldman Sachs (GS), Morgan Stanley (MS), U.S. Bancorp (USB), BB&T (BBT), PNC Financial (PNC), and SunTrust (STI). Reference Link

The banking sector looks like "one of the best bargains in the market," Barron's contends in a cover story. Names such as Citi (C), JPMorgan (JPM), Bank of America (BAC), Wells Fargo (WFC), Goldman Sachs (GS), Morgan Stanley (MS), BB&T (BBT), PNC Financial (PNC), SunTrust (STI) and U.S. Bancorp (USB) are showing healthy balance sheets and could offer "at least" 20% upside, the publication argues, adding that the industry's exposure to the energy sector "looks manageable" given information offered in recent earnings reports and conference calls. After Radian reported higher than expected EPS, JMP Securities says the company is poised to perform well, as it is continuing to gain new customers and most of its business is now derived from the post-recession years, according to the firm. JMP reiterates a $17 price target and Outperform rating on the shares.

JMP Securities says that Alliance Data's 2016 credit guidance implies "a slightly larger pace of 'normalization' of loss rates than what was articulated three months earlier." However, the firm says that the company's loss rate guidance did not actually change, while the credit indicators suggest that the company's outlook is much more stable than the shares indicate. JMP cut its price target on the name to $260 from $330 to reflect weaker market sentiment but keeps an Outperform rating on the shares.

Stephens analyst Brett Huff said the sharp decline yesterday in Alliance Data shares presents a buying opportunity as the credit quality scenario being priced in for its card business is "overly pessimistic." Huff continues to think Alliance Data can hit its 2016 earnings guidance, but also thinks the market has re-valued the credit business with a lower multiple. Given that, he lowered his price target on shares to $275 from $350 but keeps an Overweight rating on the stock.
