WHAT's NEW: President Obama will take several unilateral steps to restrict the actions of patent holding firms, the Journal reported this morning. Among other things, the Obama administration will order the Patent and Trademark Office to more aggressively scrutinize broad patent application, the newspaper reported. The president will also ask Congress to pass laws that would allow courts to punish litigants that file abusive lawsuits, the newspaper added. TODAY'S PRICE ACTION: In early trading, Acacia Research (ACTG) tumbled 7.9% to $23.15 and VirnetX (VHC) sank 4% to $23.
